U.N.’s Ban invited to visit Myanmar in July – diplomats

UNITED NATIONS (Reuters) – Myanmar’s ruling military junta has invited U.N. Secretary-General Ban Ki-moon to visit the country in early July, though it was not clear whether he would accept, Western diplomats said on Wednesday.

The diplomats, speaking on condition of anonymity, said Ban was concerned the government of Myanmar, formerly known as Burma, could use such a visit for propaganda purposes.

“He doesn’t want his trip to be seen as giving any kind of legitimacy to the trial of Aung San Suu Kyi,” one of the diplomats told Reuters, referring to the imprisoned leader of Myanmar’s democratic opposition.

Suu Kyi is currently on trial for allegedly violating the terms of her imprisonment. She has been detained for more than 13 of the last 19 years.

Ban has not made a final decision on whether to visit Myanmar, said Michele Montas, his spokeswoman.

The U.N. chief had said that he was considering a trip to Myanmar soon to press the junta to release Suu Kyi and all other political prisoners in the country and to keep its promises to democratize.

But it was not clear until now whether the generals would be willing to receive him.

The diplomats said they suspected Myanmar’s ruling generals want to ensure that Suu Kyi is in detention when next year’s multi-party elections take place.

“Ban can put pressure on them to let her go,” one of the diplomats said. “We don’t have many options apart from the secretary-general.”

The trial of Suu Kyi and of American John Yettaw, whose uninvited visit to her home last month was deemed a breach of her house arrest, is set to resume on June 26. Suu Kyi faces up to five years in prison if found guilty.

Ban and his special envoy to Myanmar, Ibrahim Gambari, received a petition on Tuesday signed by more than 670,000 people worldwide. It urged Ban to make the release of Suu Kyi and more than 2,000 political prisoners his personal priority.

Czech President Vaclav Havel, who spent many years in prison due to his activities as an anti-communist dissident, was among the world figures who signed the petition.

မၾကာခင္ ျမန္မာႏုိင္ငံသြားေရာက္ဖုိ႔ ရွိေနတဲ့ ကုလသမဂၢ အတြင္းေရးမႉးခ်ဳပ္ မစၥတာ ဘန္ကီမြန္း (Mr. Ban Ki-moon) ရဲ႕ ခရီးစဥ္ဟာ ျမန္မာႏုိင္ငံက မေျပလည္ႏုိင္ေသးတဲ့ ႏုိင္ငံေရး ျပႆနာေတြအတြက္ အေထာက္အကူ ျဖစ္ေစလိမ့္မယ္လို႔ ေမွ်ာ္လင့္ေၾကာင္း အတုိက္အခံ ႏုိင္ငံေရးအင္အားစုေတြက ေျပာပါတယ္။ ဒါေပမယ့္လည္း ဒီလုိ အက်ဳိးရလဒ္ေတြ ထြက္ေပၚႏုိင္မယ့္ ခရီးစဥ္ျဖစ္ဖုိ႔အတြက္ကေတာ့ တရားစဲြဆုိခံေနရတဲ့ ျမန္မာ့ဒီမုိကေရစီ ေခါင္းေဆာင္ ေဒၚေအာင္ဆန္းစုၾကည္၊ ျမန္မာစစ္အစုိးရေခါင္းေဆာင္ေတြ အပါအ၀င္ သက္ဆုိင္သူ အားလုံးနဲ႔ က်ယ္က်ယ္ျပန္႔ျပန္႔ ေတြ႕ဆုံမွ ျဖစ္မယ္လုိ႔လည္း ယုံၾကည္ထားၾကပါတယ္။ အေၾကာင္းစုံကုိ ကုိေအာင္လြင္ဦးက တင္ျပေပးထားပါတယ္။

ကုလသမဂၢ အတြင္းေရးမႉးခ်ဳပ္ မစၥတာ ဘန္ကီမြန္း မၾကာခင္ ျမန္မာႏုိင္ငံသြားမယ္ဆုိတဲ့ သတင္းေတြ ထြက္ေပၚလာတာနဲ႔အမွ် ဒီခရီးစဥ္ကေန ျမန္မာႏုိင္ငံက ႏုိင္ငံေရး ျပႆနာေတြအတြက္ တစုံတရာ အေထာက္အကူ ျဖစ္လာေလမလား ျမန္မာ့ႏုိင္ငံေရး အသုိင္းအ၀န္းက ေမွ်ာ္လင့္ေနၾကတာပါ။ ျမန္မာႏုိင္ငံက အဓိက အတုိက္အခံ ႏုိင္ငံေရး ပါတီႀကီးတခုျဖစ္တဲ့ အမ်ဳိးသားဒီမုိကေရစီအဖဲြ႕ခ်ဳပ္ (အန္န္အယ္လ္ဒီ) ပါတီ ဗဟုိေကာ္မတီ၀င္ တဦးျဖစ္တဲ့ ဦးခင္ေမာင္ေဆြကေတာ့ ျမန္မာ့ႏုိင္ငံေရး အက်ပ္အတည္းေတြနဲ႔ ပတ္သက္လုိ႔ ေဆြးေႏြးေျပာဆုိဖုိ႔ ကမၻာ့အႀကီးအကဲတေယာက္ ျမန္မာႏုိင္ငံကုိ လာမယ္ဆုိတာဟာ ႀကိဳဆုိစရာ၊ ေမွ်ာ္လင့္စရာလုိ႔ ဆုိပါတယ္။

“အရင့္အရင္ကလာခဲ့တဲ့ ကုလသမဂၢ Special Envoy ေတြ လာတဲ့အခါမွာေတာ့ ဘာမွ ထူးထူးျခားျခား ျပန္ျဖစ္သြားတာေတာ့ မေတြ႕ရဘူးေပါ့။ အဲဒီလိုအေျခအေနမ်ဳိး ျဖစ္မယ္ဆုိရင္ေတာ့ မေကာင္းဘူးေပါ့ဗ်ာ။ အခုေနအခါ ျမန္မာ့ႏုိင္ငံေရးမွာ အင္မတန္သိမ္ေမြ႔ၿပီး အင္မတန္ အေရးႀကီးတဲ့ကာလကို ေရာက္ေနတာျဖစ္ပါတယ္။ လမ္းဆုံလမ္းခြကို ေရာက္ေနသလုိ ျဖစ္ပါတယ္။ က်ေနာ္တို႔ကေတာ့ ေကာင္းသည္ျဖစ္ေစ၊ ဆုိးသည္ျဖစ္ေစ ႏုိင္ငံတကာကလာၿပီးေတာ့ ထိထိေရာက္ေရာက္ ပါ၀င္ပတ္သက္ၿပီး ေဒၚေအာင္ဆန္းစုၾကည္ လြတ္ေျမာက္ေရး အပါအ၀င္ ျမန္မာ့ႏုိင္ငံေရး ေျပလည္ဖုိ႔ ေျဖရွင္းေပးမယ္ဆိုရင္ က်ေနာ္တို႔အေနနဲ႔ေတာ့ ၀မ္းေျမာက္၀မ္းသာ ႀကိဳဆုိမွာပဲ ျဖစ္ပါတယ္။”

ဒီလုိပဲ တုိင္းရင္းသား ႏုိင္ငံေရးေခါင္းေဆာင္တဦးျဖစ္တဲ့ ဦးေအးသာေအာင္ကလည္း အတြင္းေရးမႉးခ်ဳပ္ရဲ႕ ခရီးစဥ္က ျမန္မာ့ႏုိင္ငံေရး တုိးတက္ဖုိ႔အတြက္ အေထာက္အကူ ျဖစ္ေစႏုိင္ေပမယ့္လုိ႔ ျပႆနာေတြ ေျပလည္ေစဖုိ႔က ကုလသမဂၢ တခုတည္းကုိ အားကုိးလုိ႔ မရႏုိင္ဘူးလုိ႔လည္း ယူဆထားတာပါ။

“ဘန္ကီမြန္းကုိယ္တုိင္ လာတာကေတာ့ ဘယ္လုိပဲျဖစ္ျဖစ္ ျမန္မာျပည္ရဲ႕ အက်ပ္အတည္း ျဖစ္ေနတဲ့ ႏုိင္ငံေရးျပႆနာေတြကို ထဲထဲ၀င္၀င္ အတုိင္းအတာ တစုံတခုအထိ သိသြားႏုိင္တယ္၊ ဒီက ေတြ႕သင့္ေတြ႕ထုိက္တဲ့လူေတြနဲ႔ ေတြ႕ၿပီးေတာ့ ေဆြးေႏြးႏုိင္တယ္ဆုိရင္ေတာ့ ဒါ ကုလသမဂၢအေနနဲ႔လည္း ေရွ႕ကို ဆက္လုပ္ႏုိင္မယ့္ အတုိင္းအတာေတြကို စဥ္းစားသုံးသပ္လုိ႔ ရလိမ့္မယ္လို႔ ထင္ပါတယ္။ ဒါေပမယ့္ ဘန္ကီမြန္း လာ႐ုံနဲ႔ပဲျဖစ္ျဖစ္၊ ကုလသမဂၢက ၀င္ၿပီးေတာ့ ေဆာင္ရြက္႐ုံနဲ႔ပဲျဖစ္ျဖစ္ ျမန္မာႏုိင္ငံရဲ႕ ႏုိင္ငံေရးျပႆနာကို ၿပီးျပည့္စုံတဲ့ ေျဖရွင္းမႈတခု ရမယ္လို႔ေတာ့ အန္ကယ့္အေနနဲ႔ မယုံသလုိ ျမန္မာျပည္မွာရွိတဲ့ ႏုိင္ငံေရးသမား ေတာ္ေတာ္မ်ားမ်ားကလည္း ဒီလိုေတာ့ ယုံၾကည္မႈ မရွိပါဘူး။”

ဒီလုိ ေမွ်ာ္လင့္ခ်က္ေတြရွိေနတဲ့ တခ်ိန္တည္းမွာ ဒီခရီးစဥ္ကေန မယ္မယ္ရရ အက်ဳိးရလဒ္ ထြက္ေပၚမလာမွာကုိလည္း အတြင္းေရးမႉးခ်ဳပ္ကုိယ္တုိင္က စုိးရိမ္မကင္း ျဖစ္တာေတြ ရွိေနတယ္ဆုိၿပီး သံတမန္အသုိင္းအ၀န္းကုိ ကုိးကားၿပီး သတင္းေတြက ေဖာ္ျပေနၾကပါတယ္။ အန္န္အယ္လ္ဒီ ဗဟုိေကာ္မတီ၀င္ ဦးခင္ေမာင္ေဆြရဲ႕ သေဘာထားကေတာ့…

“သူ႕ရဲ႕ အရင္တုန္းက ထုတ္ျပန္ထားတဲ့ ေၾကညာခ်က္ေတြအရဆုိရင္ ခုိင္ခုိင္မာမာ

တုိင္းရင္းသား ႏုိင္ငံေရးေခါင္းေဆာင္တဦးျဖစ္တဲ့ ဦးေအးသာေအာင္ကလည္း ျမန္မာႏုိင္ငံကုိ အတြင္းေရးမႉးခ်ဳပ္လာမယ့္ ခရီးစဥ္ဟာ အႏွစ္သာရရွိတဲ့ ခရီးစဥ္တခုျဖစ္ဖုိ႔ဆုိရင္ ႏုိင္ငံေရးအသုိင္းအ၀န္းမွာ ပါ၀င္ပတ္သက္ေနသူေတြနဲ႔ က်ယ္က်ယ္ျပန္႔ျပန္႔ ေတြ႕မွျဖစ္မယ္လုိ႔ ယူဆေၾကာင္း ေျပာပါတယ္။
